Well-designed energy policy can dramatically reduce greenhouse gas emissions, save consumers money, and spur innovation. Poorly designed policy fails on some, or all, counts. And bad policy is the far more prevalent type. There is no way to solve the climate problem without reforming energy policy, but this must be done with care and intelligence.

Hal Harvey, CEO of Energy Innovation LLC, and the founder of the Energy Foundation in the USA and similar foundations in China, Europe, and India, will discuss the difference between good and bad energy policy. He will discuss mechanisms that stimulate technology innovation, drive new technologies down their price curve, and promote system optimisation. He will discuss how to get the maximum progress from limited political bandwidth. And he will argue that a transformation to a low-carbon energy system can be faster and less expensive than most realise.

About the speaker

Hal Harvey is the CEO of Energy Innovation: Policy and Technology LLC. He is also a Senior Fellow for Energy and the Environment at the Paulson Institute located at the University of Chicago. Previously, he was the founder and CEO of ClimateWorks Foundation, a network of 13 regional foundations and expert teams who promote polices to reduce the threat of climate change.

From 2001-2008, he served as Environment Program Director at the William and Flora Hewlett Foundation. From 1990 through 2001, Mr Harvey served as founder and President of the Energy Foundation, a joint initiative of six large US Foundations.

Mr Harvey has served on energy panels appointed by Presidents Bush and Clinton, has published two books and dozens of articles on energy and national security issues, and speaks widely on energy topics.

He is President of the Board of Directors of the New-Land Foundation, and Chairman of the Board of MB Financial Corporation, a $10 billion Chicago bank holding company. Earlier in his career, he designed and built solar homes. In 2005, Mr Harvey served as Rhodes Chair and Lecturer in Public Policy at Arizona State University. Mr Harvey has BSc and MSc degrees from Stanford University in Engineering, specialising in Energy Planning.
