Liu He is Minister in the Office of the Central Leading Group on Financial and Economic Affairs in the People’s Republic of China, and Minister and Vice Director of the National Development and Reform Commission of the People's Republic of China. Mr Liu joined the Office of the Central Leading Group on Financial and Economic Affairs as Vice Chairman in March 2003. His responsibilities cover the areas of macroeconomic policy and economic development. Mr Liu worked for the National Development and Reform Commission and its predecessor, the State Planning Commission, on developing China’s Five-Year Plans. He also helped craft several domestic industrial development policies. Mr Liu served as Chief Executive President for the State Information Center from 1998 to 2001. He also served as Vice Minister for the State Council Informatization Office from 2001 to 2003, where he was responsible for e-government development in China and international cooperation initiatives. Mr Liu was appointed as the CPC Secretary of Development Research Center of the State Council in March 2011. Also a well-known economist, Mr Liu is one of the founders and moderators for the Chinese Economist 50 Forum, he is also visiting Professor at Peking University and Renmin University, and a tutor for PhD and post-doctoral degree candidates. Mr Liu earned an MPA from Harvard University and a master’s in economics from Renmin University in Beijing.
