Dr Jennifer Cole joined the Oxford Martin School in August 2017 as Public Policy Health Adviser to the Rockefeller Foundation Economic Council on Planetary Health. She previously worked at the Royal United Services Institute for Defence and Security Studies (RUSI), where she ran the Resilience and Emergency Management programme from 2007-2017. This covered policy research on the UK's emergency preparedness and response capabilities, with particular regard to pandemics, flood management and CBRN(E). During her time at RUSI, she ran projects on topics ranging from the security of the UK’s pharmaceutical supply chains; the safety and security of radiological materials in India’s expanding healthcare sector; potential threats to the UK from antimicrobial resistance (for which she was shortlisted for the Lloyds Science of Risk Prize in 2013); and UK support to overseas health crises.

Her first degree was in Biological Anthropology at Cambridge University and she holds a cross-disciplinary PhD in Computer Science and Geography from Royal Holloway, University of London. Her PhD thesis focussed on peer-to-peer information exchange during serious disease outbreaks, using the 2014-15 Ebola outbreak in West Africa as a case study.

Jennifer  has published widely on health challenges in conflict, post-conflict and failed states; cross-disciplinary challenges to researching serious infectious disease control; the impact of antimicrobial resistance on security and the military; social media technology use in epidemics; and responses to mass-casualty terrorism events. She recently authored the chapter on Communications During a Health Emergency in the CABI Handbook on Health Emergency Preparedness and Response (Ed. C. Sellwood and A. Wapling, 2016).
