Scott Singer
DPhil Affiliate
Scott Singer is a DPhil Affiliate of the Oxford Martin School AI Governance Initiative, a DPhil candidate in International Relations, and Co-Director of the Oxford China Policy Lab.
His research focuses on US-China AI relations, the role of public opinion in emerging technology governance, and Taiwan-related issues. Scott’s expertise has been featured in outlets including Foreign Policy, Bloomberg, and The Diplomat. He has previously spoken in Parliament and provided official written evidence for the UK's Integrated Review.
Scott is co-founder and director of the Oxford China Policy Lab, a research group that seeks to mitigate structural risks in the US-China relationship, with a particular focus on emerging technologies. Before that, he lived and worked across four continents, including for the US State Department, US Senate, and a biotechnology start-up.
Scott was a National Bureau of Asian Research Chinese Language Fellow at the International Chinese Language Program in Taipei and is professionally fluent in Mandarin. He holds an MPhil with Distinction in International Relations from the University of Oxford and a BA in Economics and Fundamentals: Issues and Texts from the University of Chicago. Scott is a Clarendon Scholar.
