Sihao Huang

Sihao Huang is a DPhil candidate in the Department of Politics and International Relations at the University of Oxford, where he is also affiliated with the Oxford Martin AI Governance Initiative. He is a 2023 Marshall Scholar and currently serves as a Technology and Security Policy Fellow at the RAND Corporation.
Sihao's research focuses on the intersection of technology and national security, US-China relations, and international AI governance. He also works on AI Track II dialogues at the Office of Eric Schmidt. His analysis has been featured in publications such as Foreign Affairs, Politico, and TIME Magazine.
Prior to his doctoral studies, Sihao researched China's semiconductor industrial policy in Beijing as a Schwarzman Scholar. Sihao also founded a start-up in the aerospace industry and holds a BS in Physics and Electrical Engineering from MIT.
