Existing regulations on powerful AI capabilities are narrowly focused on "foundation" or "frontier" models, but these terms are vague and inconsistently defined, leading to an unstable foundation for governance. Critically, policy debates often overlook the data used with these models, despite the clear link between data and model performance.

In his recent paper, "Data-Centric AI Governance: Addressing the Limitations of Model-Focused Policies," Ritwik Gupta and his colleagues highlighted the importance of considering dataset size and content as key factors in assessing the risks posed by AI models, both now and in the future. They also emphasise the dangers of reactive over-regulation and propose a path towards a more careful, quantitative evaluation of AI capabilities, which could lead to a simplified yet effective regulatory environment.

Ritwik Gupta

Ritwik Gupta
Berkeley AI Research (BAIR) Lab

Ritwik Gupta is a Ph.D. student at the University of California, Berkeley, where he is a member of the Berkeley AI Research (BAIR) lab. His research focuses on computer vision that works in chaotic environments such as those found in humanitarian or national security settings, as well as the development of policies related to dual-use AI in civil and defence settings. He is co-supervised by Drs. Trevor Darrell and Shankar Sastry. Ritwik also holds the position of AI Policy Fellow at the Centre for Security in Politics, where he works under the guidance of Secretary Janet Napolitano. In addition to his academic roles, Ritwik is a Graduate Fellow with the Berkeley Risk and Security Lab, a Research Fellow at Berkeley’s Human Rights Centre, and a Fellow at Berkeley’s AI Policy Hub.

Outside of Berkeley, Ritwik serves as the Technical Director for Autonomy at the U.S. DoD’s Defense Innovation Unit and as an Advisor on AI and AI Policy to the Federal Bureau of Investigation.
