Olivier Mahul
Visiting Fellow
Olivier is a financial economist and global expert in climate and carbon finance, risk finance and insurance. His thought leadership has influenced the policy and operational agenda on climate and disaster risk finance. He is also Visiting Fellow at the Oxford Martin School, where he works on climate finance, systemic resilience and development.
His work has informed policy reforms and operations to improve the financial resilience of governments, businesses and households against climate shocks and disasters. He has pioneered and implemented innovative risk finance solutions and public private insurance partnerships, such as sovereign catastrophe risk insurance pools, sovereign contingent debt, and parametric insurance programs, in collaboration with governments, development partners and the private sector in more than 60 countries.
Olivier is currently the Global Manager of the Climate Finance Mobilization Unit in the World Bank’s Global Department for Climate Change. He leads a team of professionals and manages a $5 billion portfolio to help developing countries access and leverage innovative, effective and inclusive climate and carbon finance solutions; scale up climate and carbon finance through result-based climate finance; and develop carbon markets.
Olivier holds a PhD in economics from Toulouse School of Economics and post-doctorates from Wharton Business School and University of California at Berkeley.
